Russell A. Kivler is an attorney and Managing Partner at Hirschen Singer & Epstein LLP (HSE), a boutique New York law firm representing developers, owners, operators, and investors in affordable housing, public-private partnerships, real estate finance, tax abatements, and land use. His work centers on the capital structures behind large-scale affordable and mixed-income housing developments in the New York City metropolitan area, including Low-Income Housing Tax Credits (LIHTC), tax-exempt bonds, HUD and FHA financing, and New York City HPD and HDC programs.

 

Kivler joined HSE in 2004 and became a partner in 2010, a period during which the firm grew into one of New York's leading affordable housing law practices. In 2025, he and HSE co-managing partner Oliver Chase were named to the City & State Law Power 100 list.
